AWS "connection reset by peer" error when trying to promote a release

Hi since todays morning I’m getting the following error using both web UI and console:

RequestError: send request failed caused by: Post https://acm.us-west-2.amazonaws.com/: read tcp 172.17.0.2:38084->54.240.XXX.XXX:443: read: connection reset by peer

(CloudFormation is not aware of any attempt of updating the stacks)
